IO1 – Literature Review on road safety and previous programmes

The purpose of this Output is to provide an European overview on the good practices and research evidence on previous programmes for offenders sentenced for road offences, trying to involve not only the partnership countries, but also taking into account programmes from other Eu and international countries, in order to provide a wide scope study and research.
It aims to develop a desk research framework providing key recommendations and insights on the subsequent outputs’ development. The literature can be identified in projects, articles, publications, reports and studies.
O1/A1. Draft and agreement on the literature review guidelines: Definition of the inclusion criteria, exclusion criteria, key words, among others.
 
O1/A2. Each partner will submit a national report with a review on good practices/promising practices on road safety programmes. Other jurisdictions will also be included.
 
O1/A3. Conduct the literature review.
O1/A4. Compile final report on evidence review and good practices and previous European and international programmes.

IO2 – Developing the programme – Bringing Safety to the Roads (BriSaR)

Based on the already existing road offender's programmes and the conclusions from the literature review and collection of good practices, this IO focuses on the development of a new programme, to work with offenders sentenced for road offences. The programme will be modular, with a combination of an educational and therapeutical approach and will have, at least, 12 sessions.

Furthermore, the perspective of offenders, with a previous history of road offences, will also be incorporated.

O2/A1. Outline the aim, objectives and the approach of the new programme.
 
O2/A2. Develop the structure and the sessions. Each session will have a specific aim and objectives, concrete activities, worksheets and feedback forms.
 

O2/A3. Light beneficiaries review. Once developed the programme will be discussed with at least 5 offenders in each partner country.

IO3 – Training for implementing the programme

The main purpose of this IO is to promote the professional’s competences and help them reaching the intended competences in delivering group work programmes, targeting offenders with road offences. This Output foresees the development of the manual on how to deliver the programme Bringing Safety to the Roads (BriSaR).
O3/A1. Design of the course curricula and programme aligned with the results of the previous Outputs.
 
- Development of the training programme, the objectives and learning outcomes, definition of the modules and contents that best suit the development of the competences required, learning hours, learning methodologies and assessment method.
 
O3/A2. Creation of the training manual
 
- Creation of the training manual (presentations, exercises, group work, games, learning path, etc.). Here it will be focused on design and creation of training materials and learning elements (presentations, exercises, work groups, games etc.) and a learning path to complete the course (class session plans, and the programme curricula).
 
O3/A3. Delivery of the training based on the training manual with the results of IO1 and IO2and the learning framework methodology for professionals who will deliver the programme. 
 
- Each partner country will adapt the methodology for their context and will translate it into their respective languages.

IO4 – Piloting and evaluation

This IO focuses on piloting the programme and providing an Impact Assessment Methodology for properly assess its impact, through the analysis of the competences acquired by the participants. The evaluation methodology will include a skills’ assessment framework describing the evolution of the offender, throughout the training process, thus helping in giving a broader view on what relevant aspects need to be addressed at what time of the training.
O4/A1. Conduction of a desk research on best practice examples regarding Impact Assessment Methodologies.
 
- All partners will conduct a desk-based research on best practice examples of impact assessment methodologies for skill evaluation, namely in assessment tools applied in offenders or inmates.
 
O4/A2. Collection of the information of all partner countries and development of an Impact Assessment Methodology to access the acquired competencies
 
- The IO leader will collect the information of all partner countries and will develop an Impact Assessment methodology, with useful tools (questionnaires, tests) in assessing the acquired competences. It will be further presented discussed and consolidated by all partners in a Transnational Project Meeting.
 
O4/A3. Pilot the programme and evaluation methodology in Romania (by ESC), Portugal (by Aproximar) and Turkey (by Ankara Probation Directore).
 
- Each partner will have to create a report with the results of the validation of the program and the assessment methodology, where among other, will present a section with improvement recommendations of the program and the evaluation tools. Professionals trained in the previous project activities will be involved in delivering this program and the evaluation methodology.
